Ukrainian Foreign Minister Andrii Sybiha commented on attacks carried out by Russian forces using FPV drones in civilian settlements and on the legal dimension of these actions.

Drawing attention to the deliberate nature of the attacks, Sybiha said, "Russia systematically uses FPV drones to hunt Ukrainian civilians. And there is a particularly chilling cynicism in these crimes: the operator sees the victim in real time. He sees a civilian. He watches the person run, hide or try to escape. And then deliberately follows and strikes them."

Emphasizing that there is no margin for technical error in the attacks, Sybiha said, "There can be no talk of the 'fog of war' here. Nor is there any claim of an unfortunate mistake. The technology itself gives the Russian operator the ability to see whom they are killing. Yet they still choose to kill."

Referring to the sharing of footage on social media, Sybiha said, "And then comes another layer of immorality: Russian soldiers film these hunts and post the footage online as trophies and entertainment. They boast about killing civilians and, by doing so, leave behind evidence of their own war crimes."

Addressing the geographical scope of the attacks and their terrorist dimension, Sybiha concluded his statement with the following words:

"This practice has been given a horrifyingly accurate name: Russia's 'human safari'. The Kherson region is among the most extensively documented examples, but the geography of such attacks is expanding. Their repetition and scale leave little room for the convenient fiction of 'a few rogue soldiers'. This is becoming part of Russia's method of warfare: cheap technology, deliberate terror, civilian victims and the expectation of impunity."
