Recalling previous sanctions and pressure policies, Araghchi said, “Fourteen years ago, they called them ‘the most devastating sanctions in history.’ They failed. Eight years ago, they called it ‘maximum pressure.’ It failed.” Araghchi argued that the new policy would also fail.
